Acrylic fibre and/or tow Nitron-D, Nitron-C with deposit
JSC "Naftan", the plant "Polymir", Novopolotsk city, Vitebsk region, Republic of Belarus is conducting the procedure of the choice among competitors for the right to conclude the contract for supply of acrylic fibre and/or tow Nitron-D, Nitron-С (further the acrylic fibre or the product) outside the territory of the Republic of Belarus in countries Asia , Turkey from May, 01, 2012 till June, 10, 2012.
The form of the bidding - the choice among competitors.
Date, time of conduction. The bidding will be held on April, 26, 2012, 14.00 o'clock Belarusian time.
The deadline for acceptance of the bids is before 11.00, Belarusian time on 26.04.2012.
Procedure for participation: The representatives of companies participate remotely by passing text messages using free "SKYPE" software. PERSONAL PARTICIPATION AT THE BIDDING IS NOT ALLOWED.
Information about the product provided for bidding:
The name of the product: acrylic fibre and/or tow Nitron-D, Nitron-C.
Quality: Nitron D in accordance with RS RB 300041455.015-2008 "Polyacrylonitrile fibre and tow "Nitron-D"; Nitron-C - in accordance with RS RB 300041455.027-2007 « Polyacrylonitrile fibre and tow "Nitron-C".
Approximate quantity:
- acrylic fibre and/or tow Nitron-D - 700 tons (divisible lots)* lot 1;
- acrylic fibre and/or tow Nitron-C - 300 tons (divisible lots)* lot 2.
*The lots can be further divided into sub-lots.
Minimal amount of order for dyed fibre/tow Nitron -С (grade N-4) is 20 tons, Nitron-С (grade N-7, N-9) is 60 tons, for dyed or undyed fibre/tow Nitron - D (dtex 1,3-1,7) is 90 tons. Upon the decision of the commission the request for the quantity less than minimal order can be accepted. In case if the assortment of fibre/tow different from the basic grade is indicated in the request, the charges existing at the plant "Polymir" of JSC "Naftan" are applied.
Note: The additional charges for production of undyed acrylic fibre/tow Nitron-D for dtex 1,7-2,2 is 45 ЕURO/t; for dtex 1,3 is 90 ЕURO/t.
Information about conditions of sale of the product. Form of payment: the payment for the product by the winner of the bidding shall be down payment on the basis of drawn invoices.
Currency of the contract: EURO.
Preferred delivery conditions are FCA Novopolotsk, it is allowed DAF, border of Republic of Belarus.
Delivery term for the product: from May, 01, 2012 till June, 10, 2012.
Way of provision of obligations. To apply the deposit in the amount of 10 000 EURO in case down payment on the basis of drawn invoices.
Additionally please present to the address of the plant "Polymir" the letter, which confirms the possibility to credit the deposit, transferred previously, towards payment as deposit for the Bidding, which takes place on April, 26, 2012 and the all subsequent Biddings. The deposit shall enter the settlement account of the plant "Polymir" not later than 12.00 o'clock on 26.04.2012 (before the start of the bidding), the bank details for transfer are indicated in the agreement attached to the present notification.
The term garanted to the winner of the bidding for conclusion of the contract for supply of the product not later than 3 working days from the date of conduction of the bidding. If the Buyer fails to sign the contract, the Seller is entitled to refuse from conclusion of the contract without bearing any responsibility.
The term, way and order of submission of the offers. The offers with the mark "For bidding on acrylic fibre» are accepted:
- by courier (authorized representative of the bidder) at the address: the plant "Polymir" of JSC "Naftan", 211440, Novopolotsk-5, Vitebsk region, Republic of Belarus, room 2 of the administration building of the plant "Polymir" from 8.30 till 17.30 during working days till 25.04.2012 and till 11.00 26.04.2012;
- or by mail to the address: the plant "Polymir" of JSC "Naftan", 211440, Novopolotsk-5, Vitebsk region, Republic of Belarus;

The offers received by e-mail shall be prepared in the following formats: pdf, jpg, tif, mdi, bmp. The offers prepared in the format MSOffice Word (doc, rtf), or in other text formats are not accepted for registration and consideration.
The deadline for acceptance of the bids is before 11.00, Belarusian time on 26.04.2012. The offers received after the indicated term and also directed to other numbers of faxes and e-mails, not indicated in the said notification, shall not be considered and not admitted for participation in the bidding.
The bidder has the right to call back his offer before set deadline of the acceptance of the offers, by way of written notification.

To participate in the bidding it is necessary to submit the offer which must include:
- the agreement of the applicant to take part in the bidding on terms and conditions indicated in the notification;
- ordered price for the basic grade of acrylic fibre (tow) calculated on the basis of delivery FCA Novopolotsk;

а) basic grade of acrylic fibre (tow) Nitron-C (N-3) - white, bright, undyed fibre (tow), dtex 3,3;
b) basic grade of acrylic fibre (tow) Nitron-D (ND-1) - white, bright, undyed fibre (tow), dtex 3,3.
- the assortment with the indication of linear density of fibre or tow, cut length (for fibre) and the quantity of the product;
- conditions of payment and form of payment;
- delivery conditions and period;
- legal address and bank details of the applicant;
- sales markets of the product;
- contact telephone and fax numbers of the bidder-company.
Documents necessary to participate in the bidding:
1) offer for participation in the bidding;
2) documents evidencing the legal status of the entity and its legal capacity (the abstract from the state trade register of the registration country in the set form or other similar evidence of the legal status and legal capacity); copy of registration certificate of the organization or an individual entrepreneur;
3) the Agreement about the pecuniary provision about participation in the bidding for the export sale of the product, attached to the present notification (further the agreement);
4) the copy of the payment order (exemplified by the bank) about payment of the deposit or the copy of SWIFT for transfer of the whole account to the settlement account of JSC "Naftan", the plant "Polymir";
5) In case of participation with the help of free software "Skype" for transfer and receipt of text messages the Application for connection (you can find it on www.polymir.by) should be provided with the following details:
а) complete name of the organization - participant of the bidding;
b) agreement to take part in the bidding on the terms and conditions indicated in this notification and also the obligation to observe the requirements of "The order for usage of free software "Skype" by the participant of the procedure of the choice among competitors for the right to conclude the contract for supply of the product, in order to transfer and receive text messages" (you can find it on www.polymir.by);
c) Skype Name of the person authorized to make changes in the offer and also to send text messages for improvement of the offer of the bidder company;
d) Skype Profile of the person authorized to make changes in the offer and also to send text messages for improvement of the offer of the bidder;
e) contact telephone number of the person authorized to make changes in the offer and also to send text messages for improvement of the offer.
The criteria of evaluation and comparison of the offers for each lot (sublot) shall be the highest price calculated as the price for the basic grade of acrylic fibre/tow (ND-1 or N-3 tex 0,33) on conditions FCA Novopolotsk.
To compare the suggested prices of the applicants indicated in the request for the assortment of fibre/tow different from the basic grade the additional amount for dyeing existing at the plant "Polymir" is charged.
The bidder who suggested the highest price for the provided lot (sublot) is acknowledged as the winner of the bidding by decision of the commission.
The order of the bidding conduction.
The applicant (bidder), who has submitted the offer in the terms and at the place indicated in the said notification and has been admitted to the participation in the bidding has the right to participate remotely by passing text messages using free "SKYPE" software in the public bidding for changing the price for the product to its increase and (or) changing other conditions of the offer indicated in the present notification.
During conduction of the public bidding the bidder can make changes in the offer relevant to increase of the price, change of basis of delivery, market of delivery, volumes of delivery, assortment - by means of transfer of text messages with the usage by the bidder of free software "Skype" in accordance with the "The order for usage of free software "Skype" by the participant of the procedure of the choice among competitors for the right to conclude the contract for supply of the product, in order to transfer and receive text messages", and obligatory sending of filled in and signed protocol about the results of the bidding to one of the fax numbers:

The bidder must sign the protocol about the results of the bidding with indication of the changes made to the offer.
The volume of the product provided for the bidding for each lot (sublot) and other conditions indicated in the notification can be changed before bidding procedure conduction with notification of the participants about this and also with the publication of notification at site www.polymir.by about making changes in the conditions of the conduction of the bidding or in time of conduction of the bidding.
During conduction of the procedure of the bidding the seller can divide the lots into sublots. The volume of sublots provided for bidding is determined on the basis of the offers for participation in the bidding provided by the bidders, and of the prices suggested by them.
The seller has the right to reject any offer, as well as to stop the bidding, reject all the offers any time before the selection of the winner of the bidding without any responsibility.
The lot (sublot) can be taken out of the bidding before it has been announced sold.
The applicants can be not admitted to participate in the bidding in case they have not duly fulfilled their obligations on the contracts concluded upon the results of the earlier conducted biddings or have other negative experience of fulfillment of contractual obligations under the earlier concluded contracts with JSC "Naftan" or JSC "Polymir".
Other information.
Obligatory conditions of the contract for supply of the product with the winner of the bidding:
- the winner of the bidding is obliged to pay 100% in advance for the product not later than May, 24, 2012 for the total quantity of the shipped product under the contract (the date of payment shall be considered the day when money are credited to the settlement account of the plant "Polymir" of JSC "Naftan");
- if the winner of the bidding evades the payment for the product it pays the penalty in the amount 5 % of the sum the payment which he has evaded;
- if the payment has been delayed up to 3 days inclusive the Seller is entitled to claim the penalty against the Buyer in the amount of 0.1% of the sum of the delayed payment per each day of delay in payment. If the payment is delayed for more than 3 days the penalty is in the amount of 0.3 % of the sum of the delayed payment per each day of delay in payment;
- in case of absence of payment or breach of the payment term for the product the Seller is entitled to refuse from the execution of the contract in unilateral order and is not responsible for such refusal;
- if the product has not been taken out timely or completely due to the fault of the winner of the bidding the winner pays the penalty in the amount 5% of the cost of the product having not been taken out timely or completely;
- the winner of the bidding is obliged not later than in 2 working days from the date of conclusion of the contract to provide to the seller for agreement the planned assortment of the product to be supplied.
In case of infringement of the term for payment for the product the seller is entitled not to ship the product paid with delay and is released from the responsibility for not shipping.
