JSC Naftan, the plant Polymir, Novopolotsk city, Vitebsk region sales technical acetonitrile (further - the product) at the bidding.The form of the bidding: auction with the increase of price.
Date, time and place of conduction: the start of the auction is on January, 19, 2012 at 11.00 at the E-Trade System of the Belarusian State Concern of Oil and Chemistry. E-auction will be held for export sale of the products belonging to JSC Naftan, the plant Polymir.
E-bidding is organized by: Unitary Enterprise Belarusian Petroleum Trading House.
The name of the product: technical acetonitrile, production by the plant Polymir of JSC Naftan.

Delivery term: January-February 2012
Quantity: 120 tons (divisible lot), including 60 tons of grade A and 60 tons of Grade B.
Supply markets: without limitation of supply markets.
Way of provision of obligations. The auction will be held without deposit.
Information about conditions of sale for the product. Form of payment: payment for the product by the winner of the auction shall be effected as down payment on the basis of drawn invoices. The winner of the auction is obliged to pay in advance for the quantity not less than 100% of the product agreed for shipment in accordance with the invoice, not later than 10.02.2012 (the date of payment shall be the date of crediting the money to the account of the plant Polymir of JSC Naftan).
Currency of the contract: EURO. The currency of the contract shall be EURO, it is allowed to conclude the contracts in Russian Rubles with re-calculation of the price established in EURO at the rate of the National Bank of the Republic of Belarus for the date of the bidding.
Preferred delivery conditions FCA Novopolotsk, allowed DAF/DAP, the border of RB.

Obligatory conditions of the contract with the winner of the bidding:
- the winner is obligated to present the following documents during 3 days from the date of drawing the invoice for payment:
1. the order of the winner for the shipment of the product with the indication of consignee (his legal address, post address, bank details) and the quantity of the product for shipment;
2. the instruction how to fill in CMR or railway bill of lading (when shipping by rail transport);
- if the Buyer rejects from the payment for the product the Seller is entitled to claim the penalty against the Buyer in the amount of 5 % of the sum which he has rejected to pay. The rejection to pay shall be understood both as the explicit documented refusal to pay for the product and the absence of payment for the product within 10 calendar days after the expiration of the term set forth in the present contract;
- in case of absence of payment or breach of the payment term for the product the Seller is entitled to refuse from the execution of the contract in unilateral order and is not responsible for such refusal;
- if the payment for the product has been delayed up to 3 days inclusive the Seller has the right to submit the forfeit to the Buyer in the amount 0,1% of the sum of the delayed payment per each day of delay in payment; if the payment for the product has been delayed above 3 days - in the amount 0,3 % of the sum of the delayed payment per each day of delay in payment;
- if the product has not been taken out timely or completely due to the fault of the winner of the auction the winner pays the penalty in the amount of 5% of the cost of the product having not been taken out timely or completely;
To receive the permission for the export of the product outside the Republic of Belarus the winner shall submit the Seller following documents in the original and notarized copy with notarized translations into Russian or in two notarized copies with notarized translation into Russian, such as:
- Permission for import of the product;
- The letter issued by the relevant body of the Buyer's country confirming that this product is not subject to permission for import.
In case of import of the product into the territory of Russian Federation the winner provides the deposit of money in the amount not less than 20% of the sum for the product under the contract which will be returned after the seller has been provided with the original of the statement about payment of indirect taxes and confirmation by the taxation authority of RF of the payment of indirect taxes in full amount.
The term guaranteed to the winner of the bidding for conclusion of the contract for supply of the product shall be not later than 3 working days from the date of signing of the protocol of the bidding. If the Buyer fails to sign the contract, the Seller is entitled to refuse from conclusion of the contract without bearing any responsibility.
The quantity of the product provided for bidding can be changed by the commission before the auction is opened. In this case participants will be informed about the changes.
The procedure of participation in the auction. To receive the access to participation in the bidding the Buyers should submit to Unitary Enterprise "Belarusian Petroleum Trading House" duly arranged set of establishment and registration documents confirming its legal status and capacity:
- Notarized extract from the trade register of the country of incorporation;
- Charter;
- Certificate of Residence (Registration);
- The documents confirming the right of signature.
The documents shall translated into Russian and notarized. The documents shall be sent to the address: UP Belorussky Neftyanoy Torgovy Dom, E-Bidding Sales Organization Department, the Republic of Belarus, 220116, Minsk, Dzerzhynskogo Avenue, 73.
The buyers shall also see the information placed at the site http://him.bntdtorg.by in the sections "News", "Rules" and register in the section "Registration". The user's account shall be activated after submission of the set of the documents.

The order of participation in the bidding. The bidders will participate in the bidding through the Internet at the site http://new.bntdtorg.by/.
In case if the auction has not taken place it will be held at another date about which the participants will be informed additionally. The price determined as the result of the auction will be valid until the complete fulfillment of shipment obligations.
